The date of the founding of the UP Circa goes back to October 1992 when a group of Public Administration students ventured in the idea of setting up a university recognized college-based organization. UP CIRCA’s beginnings were not devoid of the expected difficulties and hardships encountered by any organization. Its pioneers, Rey Millan, Edward Antiojo, Alexis Cordero, Shiela Bautista, and Emil Estrada had to give extra time and effort to effectively consolidate a committed and willing core of CPA majors. On November 1992, Rey Millan and Edward Antiojo finally put into writing the initial draft of the UP CIRCA’s Constitution and By-Laws. It was decided that the UP CIRCA’s organizational structure be patterned after a government agency. By February 1993, UP CIRCA was already counting on memberships close to 50 students. As it eagerly awaited the impending recognition from the University, UP CIRCA figuratively took the CPA by storm. On September 1993, UP CIRCA eventually gained official University recognition. In September 9, CIRCA was officially called the UP Circle of Administrators as it held its inauguration. February 24 is the official UP CIRCA foundation day. The UP CIRCA envisions the emergence of a responsible and accountable public servant. To attain this goal, UP CIRCA commits to the following objectives: Academic Excellence, Social Commitment, Solidarity, and Human Resource Development. For several years now, UP CIRCA had emerged with a few bumps and bruises, but wiser from the lessons it has learned, it will still go on and continue to move on beyond frontiers. |
